It also felt like the complexity got away from them in terms of managing difficulty XCOM:EU is (with notable exceptions) a fairly linear difficulty increase as you go through a game, whereas XCOM 2 is absolutely all over the place and it feels like a game you win by luck, rather than because it was designed to be winnable through consistent application of correct strategies.

Choose life, choose a fucking big mag cannon. As someone who normally likes "complicated" sims I found XCOM 2 to be complicated in awkward and irritating ways. XCOM 2: War of the Chosen's alien champions, lost cities and soldier bonds explained. There are some QoL improvements in XCOM 2 that I miss in the first reboot game, but overall I think I liked XCOM:EU better than XCOM 2. Chiming in to be contrarian: I felt like XCOM 2 threw in too many different "systems" and sub-simulations that feel like they were all created in isolation without much thought for the cohesiveness of the game, whereas XCOM:EU essentially starts with the basic formula that worked in the original games and then strips awkward/dated mechanics away to make a game that is rather simpler but more fun.
